Here are some of the programs that make Oregon a unique opportunity for solar:

· Oregon's Landmark Feed-In-Tariff (F IT) - Customers of Portland General Electric (PGE) Pacific Power and Idaho Power can now generate renewable energy and sell the energy to the utility for .55 to .65 cents per kilowatt hour. (current electric rates are about .7 cents per kwh) Although this is a limited pilot program it is expected to be fine tuned into a growth engine for solar energy investing in the state.This program is the first one of it's kind in the United States, and is modeled on the European FIT that made Germany and Spain world leaders in solar production.

· Energy Trust Cash Rebate - the Energy Trust of Oregon pays between .50 cents and $1.25 per watt of installed capacity depending on size and utility territory.This payment should equate to about 20% of your project cost and is paid within 30 days of construction.This payment is however considered taxable income.

· Business Energy Tax Credit (BETC) - 50% of the project cost is taken as a tax credit over five years. If your company does not have a tax appetite the credit can be sold to a third party for cash (Pass-through option) at 36% of the project cost, which then is considered taxable.The credit impacts federal taxes by lost deductions and so is effectively taxed at the client's tax rate.

· Net Metering - all energy that is not used during generation will be fed back into the utility grid.The power will in essence be sold back to the utility and be credited on your electric bill.

· Green Financing - the Energy Trust of Oregon has teamed up with banks such as UMPQUA to develop lending programs for companies who want to go green. Commercial entities with good credit can borrow up to $200,000 at a low interest rate to offset equipment costs. Many times the loans can be paid off in just a few years by savings realized from generating renewable energy.

FEDERAL PROGRAMS

·Investment Tax Credit (ITC) - currently the federal government will pay 30% of your solar system cost in the form of a grant check. This program expires at the end of 2010 and it is unclear whether the program will be continued or restructured. This is another reason why now is the time to invest in solar.

·Accelerated Depreciation (MACRS)- 85% of your project cost may be deducted off your income over 6 years or more.This represents about 20-25% of overall project costs.
